　　1．留学生必须遵守中国政府的法律、法规和学校有关规定，不得干预中国的内部事务，不做任何危害中国的国家安全和利益的事情。

　　4．未经留学生中心和有关部门的批准，不得在校园和留学生公寓楼内散发和张贴展览宣传品、集会通知等，不能自行放映电影或举行各类集会、舞会，不得在校内进行广播活动。未经批准不准召集校外人员到学校里参加群体活动。不参加非法组织的任何活动。

　　5．留学生不得做与其身份不相符的事情。不得在校内或校外兼职和打工。凡应聘者须事先向留学生中心提出申请。

　　6．自觉遵守学校的各项规章制度，不得有破坏公共财产、赌博、吸毒、贩毒、酗酒、斗殴、性搔扰、卖淫嫖娼等不良行为。不准非法买卖、持有和使用管制刀具、枪支、爆炸品及有害危险物质。

　　7．在中国境内使用互联网必须遵守中国法律规定，不得违反法律和《bob手机在线登陆校园网安全保护管理暂行办法》。不得在网上散布任何有关中国国家安全与机密的信息。不得访问中国禁止的非法网站，不得下载和传播任何非法信息。禁止黑客行为。上网者有义务和责任举报任何其他上网者的非法行为。

　　8．遵守交通规则，注意交通安全。没有中国驾驶执照的学生，不可以在中国驾驶机动车辆。不准非法买卖、转借和驾驶无牌照机动车辆。不准非法驾驶燃油或电动摩托车。

　　9．留学生不得在中国境内成立宗教组织，设立办事机构，在中国人中发展教徒或进行传教活动。学生只能在中国政府批准的宗教活动场所进行宗教活动，不能在宿舍或其它公共场所进行宗教活动。不准参加非法宗教组织的任何活动。

　　10. 留学生不能参加未经中国公安机关批准的游行示威活动。

　　11．学校为留学生设立的各类优惠政策，只限留学生本人享受，各类票证不得转让或转卖，因故不能参加时，应及时告知留学生中心。

　　违犯以上各条例和其它规章制度者，视情节轻重，分别给予减发或扣发奖学金、罚款、警告、严重警告、记过、留校察看，勒令其退学直至开除学籍处分。违法者将会受到相关法律处罚。被开除学籍的学生必须立即回国，公费生由我方将情况通知派遣单位。

1. BIT Administrative Ordinance for International Students

　　I.A student must obey by the laws decrees and rules of Chinese government. Not to interfere in China’s interior affairs. Not to harm Chinese national security and interests.

　　II．To maintain and promote friendship among students from different countries, respect the custom of Chinese people and other countries, respect BIT faculty and staff. Solidify students and don’t to infringe other’s right and interests.

　　III．Be conscious to maintain the social order and the order of both teaching and living on campus.

　　IV．Without permission from BIT a student cannot distribute or paste exhibit, advertisement and notice for agora. Neither to organize film, dance, assembly and parade, nor broadcasting in public place. Without permission a student is forbidden to convene persons from outside to campus for mass activities.

　　V．Neither do anything that is not in conformity to your status as a student. A student is not allowed be employed. Working permit should apply to Office of International Students first.

　　VI．International students have to obey BIT’s regulations, system and disciplines consciously.

　　Never to destroy public property nor involve in gambling, drug, drunk, bust-up, sexual harassment or other bad activities. It’s strictly prohibited to buy, sale, hold and use controlled things by public security authority, such as falchion, blade, dagger, saber, etc., gun and pistol, explosive and dangerous materials.

　　VII．Visit to website should abide by the laws of China．Do not disobey the relative laws and the BIT Temporary Administrative Measures of Campus Network Safety & Protection. Handling information of China’s national security or confidential information is strictly prohibited. Never visit to illegal website, download and spreading illegal information, nor Hacker activity. Each student has the obligation and responsibility to prosecute any illegal activities.

　　VIII．Abide by China’s traffic rules, pay attention to traffic safety. Never drive a vehicle without driver license, nor drive vehicle without a valid license plate. Bar from drive motorcycle.

　　IX．Do not do religion activities at a place where is not granted by Chinese government. Never take part in any activities held by any illegal religion organization.

　　X．Student has the right and preference to enjoy activities organized by BIT but no transfer to others. One may return the ticket in time to organizer if not to join.

　　BIT will punish offender in accordance with the rules. It will be to decrease or stop scholarship, fine, warn, serious warn, keep fault record, disciplinary probation, expel respectively bases on different condition. Misfeasor will be penalized by relative laws. An expelled student has to leave China immediately. If a student was supported by scholarship the result will be noticed to the dispatch organization.

　　BIT will honor, comment and encourage student who is excellent at study, follow the university regulations, respect to faculty and staff, to solidify students with high moral.

　　The mode for rewarding as follows: Praise in campus newspaper, diploma, award, scholarship or conferring a title.

二．留学生学籍管理办法

　　（一）汉语培训学生考勤要求

　　1.学生要根据教学计划要求和分班情况，按课表上课，完成课程并取得相应的成绩和学分，不得无故缺勤或旷课。学生因病请假，需凭医院开具的证明到对外汉语教研室（121B房间）请假；请假时间三日以上的学生，必须经中心综合办公室（110房间）批准，否则，均视为旷课。

　　2.对于长期汉语生，缺勤达到一定学时的，给予以下处分：

　　①一学期旷课累计超20学时的，警告。

　　②一学期旷课累计超40学时的，严重警告。

　　③一学期旷课累计超60学时的，不发结业证书。

　　④一学期旷课累计超70学时的，退学警告。

　　⑤一学期旷课累计超80学时的，勒令退学。

　　3.凡课程缺勤率达到该课程总课时的1/3的，该课程总评成绩中的出勤分（满分10分）、平时成绩（满分10分）记为0分。凡课程缺勤率达到该课程总课时的1/2的，不允许参加期末考试，该门课程成绩为不及格，不能取得该课程的学分。

　　4.学生出勤情况记入期末综合成绩，并在成绩单上列出。

　　5.留学生中心每学期对全勤的学生给予奖励。

　　（二）汉语培训学生成绩考核

　　1．留学生需按规定参加期中、期末考试，考试实行百分制。

　　2. 擅自缺考或考试作弊的，该课程的成绩以0分计。

　　3. 成绩的构成

　　4.非学位生完成规定的课程，成绩合格者发给结业证书、成绩单。否则，只发学习证明。

　　5.学位生完成汉语学习任务，成绩合格者获得相应学分；未完成的课程、缺考或者成绩不合格的不能获得相应学分。

　　6.学位生汉语学分课程成绩不合格者，可以交费重修，收费标准为每学分1000元。重修成绩合格，可以获得相应学分。

　　（三）学历留学生考勤规定

　　1. 留学生应自觉遵守学习纪律，按学校规定的课程上课，不得旷课、迟到和早退。

　　2. 请假三日以上（含）须提交书面申请，由院（系）领导审批、盖公章后交学校留学生管理部门备案, 否则按无故旷课处理。

　　3. 因病请假应提供医院或二级甲等（含）以上医院诊断证明。

　　4. 请假期满应及时办理销假手续。请假期满仍不能回校学习者，应根据请假总时长，按照上述规定办理续假手续并附有关书面材料。

　　5. 上课期间不得请假旅行。利用周末外出旅行者，不得影响正常学习。

　　6. 学习期间，每学期迟到3次算为旷课1学时；无故旷课超过20学时将受到警告；无故旷课超过40学时将取消考试资格；无故旷课超过60学时，将按照自动退学处理。

　　注意：1学时="45分钟，即一节课的时间，一次课通常为3学时。

　　（四） 留学生休学、转学、退学、改变学生类别、延长学习期限

　　享受中国政府奖学金的各类留学生申请休学、转学、退学、改变学生类别、延长学习期限均须经由留学生派遣国驻华外交机构或派遣单位向我国教育部提出，并获批注。

　　由国外团体或学校推荐来校学习的留学生须由推荐单位向我校提出申请，并经批准。其他各类留学生可直接向留学生中心提出，经批准后方可办理有关手续。

　　1.休学：凡具有医院证明因健康原因或原单位证明因其需要，休学者可发给休学证明书。复学时，请持休学证明书办理有关手续。因病休学应在复学前二个月将健康康复证明寄给学校，经学校同意后方可来华，到校后经校医院复查符合健康标准，方可复学。到期不提出复学申请并办理复学手续者按自动退学处理。

　　2.转学:申请转学需说明理由并提供必要的文件，并经过所转学校开具证明同意接收后方可办理。学期中间一般不办理转学手续。

　　3.延长学习期限：延长学习期限需提交申请书，说明理由和延长时间。申请应在结业前两个月提出，经审批后，办理延长学习手续。凡不努力学习，有违反中国法律、法令和严重违反学校纪律现象者不予延长学习期限。

　　4.退学：留学生退学必须提前向留学生中心提出申请，然后办理离校手续，交回学生证和一卡通。在退学之后一周内离开学校。

　　（五）离校

　　1．凡学习期满的留学生，应于每学期结束后十五日内离开学校，离校前应到留学生中心办公室领取“离校通知单”并办理如下手续：

　　（1）结清各类费用

　　（2）到图书馆退还所借的书

　　（3）到留学生公寓办理退房手续，如宿舍内公物有丢失或损坏，应予以赔偿

　　（4）以上手续办理完毕后，持“离校通知单”到留学生中心领取学习成绩单和结业（毕业）证书，同时交回学生证、一卡通

　　2．因休学、转学、退学等原因离校的留学生在离校前也必须办理上述手续。

2. Administrative Regulations of Student Enrollment

　　Ⅰ.All the students should complete all courses and get its scores and credits according to our teaching plan and class-division, and are not allowed to be absent from class without reason. If you ask for sick leave, please go to Room 121B with your medical certification, and go to Room 110 for business leave. Otherwise, you will be considered as absence.

　　Ⅱ.Punishment to language student who is absent for a certain time:

　　①If the absence reaches more than 20 credit hours in one semester, student will be given a warning.

　　②If the absence reaches more than 40 credit hours in one semester, student will be given a serious warning.

　　③If the absence reaches more than 60 credit hours in one semester, student will not be granted Accomplishment Certificate.

　　④If the absence reaches more than 70 credit hours in one semester, student will be given a warning of expulsion from university.

　　⑤If the absence reaches more than 80 credit hours in one semester, student will be expelled from university.

　　Ⅲ.If the absence reaches 1/3 of total hours of one course, you will get 0 point in attendance score (10 points) and regular score (10 points) of this course. If the absence reaches 1/2 of total hours of one course, you are not allowed to take part in the final exam or get the credit of this course.

　　Ⅳ.The attendance will be recorded in the final comprehensive scores, and be listed on the transcript.

　　Ⅴ.Full attendance students will be rewarded by Office of International Students every semester.

　　II. Examination

　　①Students must take mid-term exam and final exam. Both exams are given in the form of percentages.

　　② Students who are absent from the exam or cheat in the exam will be given a score of 0.

　　③Composition of total score

　　④Non-degree student who completes required courses will be granted transcript and Accomplishment Certificate. Otherwise, only the proof of study will be provided.

　　⑤Degree student who completes Chinese language task will get credits. The one who has not completed courses, taken exam or failed to pass exam won’t be granted corresponding credits.

　　⑥Degree student who fails in exam can retake the course with a charge of 1000 RMB per credit. And you will get credits only when you have courses and pass the exam.

　　III. Attendance Regulation for Degree International Students

　　1. International students should follow the University’s Regulation to attend classes with no Absenteeism, Late Arrival or Early Leaving.

　　2. If one cannot come to class more than 3 days due to illness or personal arrangements, the student should submit the Written Application of Asking for Leave to the Office of International Students before the class begins, or will be counted as absenteeism.

　　3. Student who cannot come to class due to illness should submit the Diagnosis Certification from the Hospital together with the Written Application. of Asking for Leave

　　4. If the student needs to extend the time of leave, please resubmit the Written Application of Asking for Leave.

　　5. Asking for Leave to travel is not allowed during the school days. Students can spend their weekends to have short trips, but the arrangement should not influence the regular class schedule.

　　6. During the whole semester:

　　- 3 times Late Arrival equal to Absenteeism for 1 class hour

　　- Over 20 class hours of Absenteeism for no reason, the student will receive a Warning

　　- Over 40 class hours of Absenteeism for no reason, the student will not be allowed to take the Exam.

　　- Over 60 class hours of Absenteeism for no reason, the student will be regarded as giving up this admission.

　　NOTE: 1 class hour = 45 minutes; usually each course will have 3 class hours per lesson per day.

　　IV．Suspending the study, transferring to another university, withdrawing from university, changing student status, and extending duration of study

　　Foreign diplomatic organ in China or dispatching department has to apply for permission by The Ministry of Education of the People’s Republic of China for its own student who enjoys Chinese government scholarship and wants to suspend the study, transfer to another university, withdraw from university, change student status or extend duration of study. The application of student who is recommended by foreign organization of university has to be addressed to BIT by referral unit. And then BIT will decide if thestudent's application should be approved.Other students can directly address an application to Office of International Students in person and complete related procedures after to be approved.

　　(1) Suspending the study: student with doctor’s note or certificate issued by dispatching department justify that it is in need to suspend the study, will be provided a suspending certificate. When returning to school, do ensure to bring suspending certificate to complete related procedures. You have to send your recovery certificate to the university two months before your returning. You are able to enter China after obtaining permission from the university. And then you need to go to university hospital to check once arrival and will be allowed to go on your study in BIT if you meet the healthy standards. Expiration will be regarded as automatic withdrawal from the university.

　　(2) Transferring to another university: you have to give the reason for transferring, submit required documents, and receiving proof issued by another university. Transferring in the middle of the semester is not allowed.

　　(3) Extending duration of study: an application is needed to give the reason and how long you want to extend two months before your deadline of study. Student who doesn’t study hard, go against laws and decrees of Chinese Government and violates rules and regulations of BIT seriously will not be allowed to extend duration of study.

　　(4) Withdrawing from university: international students are required to apply for withdrawing in advance, and then complete leaving procedures, and return their student ID cards and campus IC cards to the university. You shall leave the university within one week after withdrawing from university.

　　V．Procedures for leaving the university

　　1)Graduating International Students are required to leave the university within 15 days after your study becomes due. They are also required to obtain a "Form for Leaving theUniversity" from the Office of International Students and complete the following procedures before leaving:

　　(1) Clear all fees

　　(2) Return books to the library

　　(3) Check out from your student residenceif you live on campus. You have to compensate for any loss any damage to the public possession in the dormitory.

　　(4) After completing the above procedures, you may obtain your transcript and completion certification/ graduation certification from the Office of International Students while you return your student ID card and campus IC card.

　　2) International student leaving university for the reason of suspending the study, transferring to another university, or withdrawing from university, is also required to complete the above procedures.

三． 宿舍相关规定

　　1.宿舍门禁开放时间

　　周一至周四及周日：早6:00至晚24:00，学生晚上24:00以前必须回到宿舍。

　　周五、周六：早6:00至次日凌晨2:00，学生凌晨2:00以前必须回到宿舍。

　　2.宿舍内禁烟，禁酒。

　　3.宿舍内禁止使用大功率电器。

　　4.朋友来访，请到前台做好会客登记，按规定时间离开，不得容留他人在宿舍过夜。

　　5. 不得在留学生公寓内饲养宠物

　　6.如果有3次以上违反宿舍规定者，将不能继续住留学生宿舍。关于宿舍规定详细内容请参考《bob手机在线登陆留学生公寓管理规定》。

　　7.留学生如需要校外租住房屋的，应向主管老师提供《临时住宿登记表》并经过允许后，方可退房。

　　8.学生入住时需一次性缴付1学期住宿费，学期还未结束需要退房的，不予返还住宿费

3. Apartment Regulations

　　14 student dormitory：

　　International student living on campus must obey following regulations:

　　1) Laundry service: There is a launderette on the first floor of the No. 14 student dormitory, and the laundry card can be purchased at the reception for 130 CNY with 30 CNY as the deposit.

　　2) Electricity: you may apply for an electricity card paying for 10 yuan. There will be 60 kilowatt-hours of electricity/ each room for free every month. Theexcess will be charged by 0.58 yuan per kilowatt-hour.

　　3) Public kitchen: On 2nd, 3rd, 4th and 5th Floor of No.14 Students Dormitory

　　Time: 24 hours

　　4) There is a lounge in room NO. 111 on 1st Floor of No.14 Students Dormitory. International students could bring your own laptops and enjoy free wireless internet there. You could also read books in this room.

　　5) If international students would like to leave students dormitory and live off campus, you have to provide registration form of temporary residence before checking out.

　　6) You are required to pay 4 months’ rent.

　　7) The dormitory door is opened from 6:00am to 24:00pm from Monday to Thursday, and Sunday. Student must come back to the dormitory before 24:00pm.

　　The dormitory door is opened from 6:00am to 2:00am for the next day on Friday and Saturday. Student must come back to the dormitory before 2:00am.

　　8) Student who is has been given the warning for 3 times, will not be allowed to live in the dormitory anymore.
