BIT participates in the second session of the UN Open Working Group on the Code of Conduct for Responsible Outer Space and makes a report

From September 12 to 16, the second session of the Open ended Working Group of the United Nations "Code of Conduct for Responsible Outer Space" was held in Geneva, Switzerland. Wang Guoyu, an associate professor of the Law School, once again attended the meeting as an international expert at the invitation of the United Nations Office for Disarmament Affairs and made a keynote speech entitled "How to identify threats in outer space". Wang Guoyu is currently the only international expert invited by the United Nations to make a keynote speech.

The Working Group was established in accordance with the resolution of the General Assembly. It plans to hold four sessions, mainly to discuss the threat of outer space and explore the formulation of relevant norms. It is currently a more active multilateral process in the field of outer space, affects the formulation of future rules and security governance in outer space, and is highly concerned by the international community. At the first session of the meeting held in May, Wang Guoyu was invited by the Working Group to make a report, which triggered heated discussions among delegations. At the United Nations Seminar on the "Code of Conduct for Responsible Outer Space" co organized by the United Nations Disarmament Office and the United Nations Office for Outer Space Affairs in May 2021, Wang Guoyu was invited to deliver a report entitled "How to look at the governance process of outer space security", which described the shortcomings of the "responsible/irresponsible" dichotomy, and expressed the view that the international community should adopt the path of "identification of common threats - relevant legal interpretation - formulating new rules", It was valued and recognized by some international experts and supported by delegations from China, Russia and other countries.

The third and fourth sessions of the working group will be held in January and August 2023 respectively. The space law team of the Law School will continue to play its professional advantages, actively participate in relevant consultations and meetings, and make due contributions to safeguarding China's foreign space rights and interests and promoting the international governance process of outer space security.
